Main duties:

1. Implement the guidelines, policies and regulations at national, provincial and municipal levels on the administration of water affairs; draft development plans related to water affairs and professional plans for water resources, drainage of floods and water loggings, farmland water conservancy, water supplies, water drainage, water conservation, water and soil conservation, river management, water pollution control, treatment and recycle of sewage, and utilization of recycled water, rains and floods, and implement them after approval.

2. Be responsible for coordinating and guaranteeing water supplies for life, production and operation, and ecological environment; enforce a stringent water resource management system; supervise and manage water resources in a unified mode; organize the collection of water resource fees; and release water resource gazettes of the New District.

3. Be responsible for the management of water supply industries; organize the implementation of industry standards and regulations by water suppliers; inspect and supervise the water quality of public and private water suppliers; be responsible for the management of water planning and conservation work in the New District; supervise the implementation of water planning and conservation standards and regulations; guide and promote the construction of a society and city that promotes water-saving habits; supervise the service quality and work safety of the water supplying industry in the New District; and coordinate the response of emergencies in water supplying sectors.

4. Be responsible for undertaking and supervising the franchise of water drainage industries; issue water drainage licenses to relevant entities; be responsible for the supervision and assessment of the operators of water drainage facilities (including operators of sewage treatment facilities) in the New District; be responsible for the collection of sewage treatment fees; and coordinate the response of emergencies in water drainage sectors.

5. Supervise and manage rivers, reservoirs, dams, tidal flats at river mouths, flood detention basins, flood discharge areas, flood storage basins, and other water-related facilities in the New District; and be responsible for the approval of construction projects within the scope of its authority over hydraulic engineering projects.

6. Be responsible for the prevention and control of water and soil erosion; coordinate the monitoring and comprehensive prevention and control of water and soil erosion; and be responsible for approving and supervising the implementation of water and soil conservation plans of construction projects.

7. Be responsible for reviewing items related to the administrative supervision and law enforcement on water affairs and for the handling of relevant administrative lawsuits; and coordinate disputes related to water affairs.

8. Be responsible for the quality and production safety supervision of the construction and operation of water conservancy projects; and coordinate the organization, implementation, supervision and management of special funds for water development projects.

9. Undertake the specific work of the New District water pollution control headquarters, the New District headquarters of comprehensive implementation of the river chief system, and the New District sponge city construction leading group.

10. Be responsible for filing the flood control deployment plans of district-managed water conservancy projects and supervising their implementation; and be responsible for supervising and inspecting the implementation of water damage project restoration and river clearing plans.

11. Organize water affairs publicity and education work, and organize trainings for employees of the water affairs system; organize foreign exchanges and cooperation in water affairs in the New District; and be responsible for water information construction and scientific and technological work in the New District.

12. Be responsible for guiding the construction of the talent team of the water industry in the New District.

13. Undertake other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.

Duties related to the Dapeng Sub-bureau of Shenzhen Municipal Ecological Environment Bureau. 

The Dapeng Sub-bureau is responsible for the overall coordination, supervision and guidance of the water pollution prevention and control work in the New District; participate in the formulation of special plans for water environment management in the New District and comprehensive river basin remediation plans, annual plans and phased implementation plans; and be responsible for the water quality and standard management of rivers and key river basins in the New District. The Water Authority of Dapeng New District is responsible for water resources protection, and organizes the leadership, overall coordination, supervision and inspection of the comprehensive improvement of the New District’s water environment; organizes the formulation of special plans for the New District’s water environment management and comprehensive river basin renovation plans, annual work tasks and implementation plans; coordinates relevant departments of the New District to implement the construction of pollution control facilities, river improvement, flood control and drainage, and water source protection; and coordinates the construction of water pollution control projects in the New District.
