Housing and Construction Bureau of Dapeng New District

Main duties:

1. Implement the guidelines, policies and regulations at national, provincial and municipal levels on urban construction, engineering work, real estate, survey, design and consultation, property management, gas supply, architecture, housing safety, housing system reform, talent housing, affordable housing and more; participate in the coordination of making housing construction plans;and formulate relevant managerial regulations and implement them after approval.

2. Formulate housing development plans of the New District; and be responsible for the formulation of annual construction plans on talent housing, affordable commodity housing and public rental housing as well as the organization, guidance and supervision of their implementation.

3. Be responsible for the management of the real estate market, housing industry and house rental.

4. Be responsible for promoting the reform of housing systems and enhancing the affordability of housing in the New District; and be responsible for the construction financing, maintenance, rent, sale, management and supervision of preferential housing in the New District such as talent housing and affordable housing as well as the digitalization and archiving of relevant materials .

5. Be responsible for the establishment of safety management systems for housing in the New District; organize subdistrict offices to carry out safety management work for housing in the New District; and supervise the safety assessment market for housing in the New District.

6. Guide and supervise the management of special funds for property maintenance in the New District.

7. Formulate development and annual plans for engineering and construction, architecture, survey and design, gas supply, property management, prefabricated buildings, energy conservation and eco-friendly buildings, and implement them after approval; be responsible for the standardized management of construction projects in the New District; coordinate the implementation of engineering standards of construction projects within the jurisdiction of the New District; and compile technological guidelines for construction projects in the New District.

8. Be responsible for the supervision of the construction market and industry in the New District; regulate construction markets; be responsible for the management of survey and design industries and markets; supervise bidding activities for construction projects (including bidding for the survey and design of projects and other relevant equipment and materials); and be responsible for managing the cost and engineering contracts of construction projects.

9. Be responsible for the supervision of work safety and quality of construction projects in the New District; be responsible for the supervision and management of the quality, work safety and etiquette during the operation of construction projects in the New District; organize and participate in the investigation and handling of quality-and safety-related accidents of construction projects in the New District; be responsible for the management of completion and acceptance records of construction projects; guide, monitor and manage the supervising institutions on quality control, work safety and quality assurance of construction projects; be responsible for the filing, guidance and supervision of demolition projects in the New District; and be responsible for the local management of premixed concrete and mortar producers.

10. Be responsible for supervising and managing the quality of the affiliated civil defense works of public buildings from application through completion of the construction.

11. Be responsible for the inspection and acceptance of firefighting designs of construction projects in the New District; and supervise and manage firefighting products and fire-proof furnishing materials used in construction projects according to relevant laws and regulations.

12. Coordinate and promote energy conservation and the development of architectural technologies in the construction industry of the New District; enhance the popularization and application of architectural technologies; be responsible for the disposal of emissions discharged by buildings and the recycle of construction waste; and manage special funds for energy conservation.

13. Be responsible for the management and safety supervision of the gas industry; be responsible for making emergency plans for gas pipeline accidents; arrange gas accident drills and publicity work on the protection against accidents; arrange the negotiation and signing of agreements on the protection of gas pipelines at construction sites; organize and participate in the inspection and handling of gas accidents; and examine and approve the issuing of business licenses for bottled gas suppliers.

14. Be responsible for the planning, coordination, supervision, and management of comprehensive underground pipelines in the New District.

15. Be responsible for guiding and managing property management work in the New District.

16. Manage the assets of public properties of the New District Government.

17. Give advice to and organize work on building talent teams in housing and construction industries.

18. Coordinate the construction of a government ruled by law and the popularization of legal knowledge; and guide subordinate units in administration according to laws and regulations.

19. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.

20. Duties related to the Dapeng Sub-bureau of Shenzhen Municipal Planning and Natural Resources Bureau. The Housing and Construction Bureau is responsible for regulating the real estate market and industry, while the Dapeng Sub-bureau of Shenzhen Municipal Planning and Natural Resources Bureau should provide technological support to and share information with the Housing and Construction Bureau to facilitate its administration of the housing market and industry of the New District. The two bureaus should enhance cooperation and establish relevant cooperative mechanisms to promote the stable and positive development of the New District’s real estate market.
