Main duties:

1. Implement the guidelines, policies, laws and regulations at national, provincial and municipal levels on the work of science and technology, industry, business, electricity, finance, investment promotion, and partner assistance.

2. Formulate and implement strategies, plans and incentives that boost the development of scientific and technological (sci-tech) innovation, industry and information technology, commerce and other fields governed by the bureau.

3. Promote the construction of innovation systems and the reform of sci-tech systems in the New District; cooperate with relevant government departments in improving reward mechanisms for sci-tech innovation; optimize the construction of sci-tech research systems; promote the incubation of high-tech enterprises and the development of enterprises’ sci-tech innovation capabilities; be responsible for the collection, management and filling of sci-tech and information achievements; promote the commercialization of sci-tech achievements; and carry out work on popular science.

4. Take the lead in promoting the development of advanced manufacturing industries; coordinate the transformation and upgrading of industries and take the lead in phasing out the outdated production capacity in industrial sectors; open access to and manage relevant industrial land according to relevant laws and regulations, promoting the development of industrial clusters and adjusting the distribution of industries; and promote the integration of advanced manufacturing and modern service industries.

5. Coordinate the economic operation of electric power; manage the electricity industry according to relevant laws and regulations; organize and supervise energy conservation work in industrial and information sectors; coordinate to carry forward the construction of information infrastructure; coordinate the planning of the telecommunication pipelines and base stations and public telecommunication networks; and promote the resource sharing and connectivity among service information networks.

6. Be responsible for the development and management of commercial services, circulation and exhibition industries; rectify and regulate the market economic order; guide the planning of wholesale markets and commercial centers and the construction of commercial systems; manage affairs related to foreign-owned enterprises and projects according to relevant laws and regulations; guide work on countermeasures against anti-dumping and anti-subsidy and on other aspects related to fair trade in imports and exports sectors; and be responsible for the improvement of emergency response systems for daily necessity market supplies.

7. Guide work on foreign investments; formulate and implement preferential strategies for foreign investment and policies on the optimization of business environment for foreign investors; manage affairs related to foreign-owned enterprises and projects according to relevant laws and regulations; and supervise and inspect the enforcement of relevant laws and regulations by foreign-owned enterprises, and coordinate the settlement of major problems.

8. Take the lead in formulating development plans for trade in services; be responsible for the promotion and management of commercial service industries including wholesale, retailing, housekeeping, catering and hospitality; guide the opening up of services trade; and cooperate with relevant departments in formulating and implementing plans and regulations on the imports, exports and outsourcing of services.

9. Promote the development of financial industries in the New District; be responsible for the basic supervisory work of financial industries such as information collection and submission; and assist higher authorities to maintain financial order.

10. Guide and coordinate investment promotion work; establish a complete mechanism for investment promotion; formulate and implement investment promotion plans; take the lead in organizing investment promotion activities at home and abroad; and undertake the investment promotion and follow-up work of important business projects.

11. Guide service on privately owned and small and medium-sized enterprises in the New District; coordinate the settlement of major issues in the development of the private economy and small and medium-sized enterprises; be responsible for the promotion of the development of private-owned and small and medium-sized enterprises and the establishment of modern corporate systems; promote the exchanges and cooperation of technologies, services, products and talents between private-owned and small and medium-sized enterprises; encourage and support the independent innovation of small and medium-sized enterprises, and guide the listing of enterprises.

12. Coordinate, guide and serve the work on poverty alleviation, partner support, partner assistance, and cooperation and exchanges for the New District; formulate and implement work plans and annual plans on partner assistance work; check and supervise the arrangement of partner assistance projects and the use of relevant funds; handle daily affairs of the partner assistance leadership group; and promote the implementation of decisions made by the leadership group during meetings.

13. Implement policies, regulations and arrangements on talent work assigned by higher authorities; and be responsible for talent work and talent team building in the sci-tech innovation systems.

14. Guide and coordinate work safety in commercial and industrial and information sectors; be responsible for the organization of and guidance on the research of key technologies for work safety; support the development of work safety technologies, the financial input to key scientific research projects of work safety and the promotion of the achievements of the projects; and be responsible for the recycling of renewable resources and the supervision of production safety and sales of civil explosive materials.

15. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
