Main duties:

1. Implement the Party and State’s guidelines, policies, laws, rules and regulations on education, healthcare and family planning; make relevant development and annual plans and implement the plans after being approved by higher authorities; and guide and coordinate the building and training of talent teams in the fields of education, healthcare and family planning.

2. Be responsible for the enrollment, examination, and management of student rolls at district-level schools; deploy and guide the schooling activities of district-level schools; and manage non-public education institutions under its jurisdiction in the New District.

3. Be responsible for the management of faculty members and identify teachers’ qualifications in the New District.

4. Be responsible for the safety, fire safety, environment governance, family planning, and drug control of the New District’s education system.

5. Instruct and supervise the budgeting and using of education expenditure at schools; and be responsible for the education-related plans and procurements in the New District.

6. Plan and guide the research and popularization of science, the application of information technologies and the deployment of other equipment in educational institutions; and manage and guide the work-study programs and the outsourcing of logistic service at schools in the New District.

7. Promote the reform of pharmaceutical and healthcare systems in the New District; implement national mechanisms for regulation of essential medicines; improve the public healthcare and basic medical service systems in the New District; and promote the equalization of basic public healthcare.

8. Promote the construction of healthcare networks; establish a complete service network for disease prevention and control, health education, maternal care and childcare, mental health, first-aid treatment, heath supervision, and family planning; improve healthcare service at the community level; and give impetus to community healthcare institutions to offer public healthcare and general practice services to communities.

9. Organize the management and supervision on public health work including the hygiene of public spaces, drinking water, workplaces, radioactive substances, schools and the prevention and treatment of infectious diseases.

10. Organize the monitoring, prevention and control of infectious, chronic, regional and occupational diseases and congenital defects that are hazardous to people’s health.

11. Be responsible for the public health response and medical rescue; make public health plans; be responsible for the monitoring, early warning and risk evaluation of public health emergencies; and guide the prevention, control and handling of emergencies, and release relevant information.

12. Serve as the manager and supervisor of the healthcare and family planning service industries; set up a quality control and supervision system for healthcare and family planning institutions; supervise the implementation of regulations and market access standards of healthcare and family planning services; organize the risk control work of medical technologies; and guide the settlement of disputes over medical accidents.

13. Organize the assessments on the accountability managerial system of family planning goals; and assist relevant departments in managing migrant populations.

14. Organize the popularization and education on family planning policies and knowledge; and organize the continuing education and international exchanges of medical workers in the New District.

15. Be responsible for the health and fitness of cadres and provide medical aid in support of important events.

16. Coordinate, organize and guide the administrative law enforcement in education, healthcare and family planning sectors.

17. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other other higher authorities.
