Main duties:

1. Implement national, provincial, municipal and the New District’s guidelines, policies, laws and regulations for national economic and social development and medium- and long-term development plans; and research and put forward control targets and control measures for total balance, development speed and structural adjustment and conduct macro economic forecasting and monitoring, propose policy recommendations to promote the coordinated development of the economy, society, resources and the environment.

2. Research and propose economic system reform policies and coordinate their advancement, and coordinate the implementation of investment and financing system reforms; and take the lead in advancing reforms to improve the business environment.

3. Organize the formulation of medium- and long-term plans for fixed asset investments in the New District; be responsible for the approval, filing or transfer management of various investment projects according to the scope of their authority; and research and put forward the total annual scale of government construction funds and project investment plans, and organize their implementation after approval. Comprehensively coordinate and promote the construction of major projects; be responsible for the review of investment projects of the New District Government; and organize and manage the work related to the post-evaluation of government investment projects.

4. Undertake the responsibility of district-level fiscal revenue and expenditure management; compile annual district-level public finance, government fund budget and final accounts drafts and organize their implementation; organize the formulation of expenditure standards and quotas; and review and approve the annual budget and final accounts of each department.

5. Take the responsibility of strictly controlling general expenditures and reducing administrative costs, and formulate the scope, standards and procedures of government fund expenditures for administrative institutions; manage government debt business, international financial organizations and foreign governments’ loans (grants) to the New District in accordance with regulations; and manage the non-trade foreign exchange of administrative institutions and social organizations within the fiscal budget.

6. Be responsible for the implementation of the central treasury collection and payment system; manage, supervise and dispatch district-level fiscal funds; be responsible for the bank account management of financial departments and budget departments under the New District; organize the implementation of the government’s total budget accounting and financial account accounting systems; manage administrative fees according to the prescribed authority; and be responsible for the management of financial bills.

7. Implement laws, regulations and policies for statistical work, be responsible for organizing and coordinating statistical work, organizing and implementing statistical investigations, inspecting the implementation of statistical laws, regulations, and rules in accordance with the law, and investigating and punishing statistical violations; and organize the implementation of the national economic accounting system of the New District, and carry out its GDP accounting work.

8. Ensure investors adhere to their responsibilities in accordance with laws and regulations, be responsible for the management of State-owned and collective assets in accordance with the prescribed authority, coordinate with relevant departments to supervise the financial activities of enterprises affiliated with the New District, and assist in tax management; be responsible for supervising the State-owned assets of administrative institutions affiliated with the New District; take the lead in implementing reports to the National People’s Congress and higher authorities on the management of various state-owned assets in the New District; and be responsible for formulating collective asset management systems and methods, guiding, coordinating and supporting the development of the joint-stock cooperative companies in communities.

9. Be responsible for the compilation and execution of State-owned capital operation budgets and final accounts in accordance with relevant regulations, and organizing regulated enterprises to submit State-owned capital gains.

10. Guide the income distribution management of regulated State-owned enterprises.

11. Be responsible for compiling the district-level government procurement catalog and supervising government procurement activities; and supervise the financial activities of administrative institutions affiliated with the New District and undertake the performance management of financial expenditures.

12. Organize and conduct the review of project settlements and final accounts of financial fund projects of the New District, and organize the implementation of surveys on the use of financial fund projects of the New District; audit and supervise the audit reports of the financial fund projects of the New District issued by intermediary agencies; handle the approval of the financial final accounts for the completion of the financial fund projects in the New District; and handle the property rights registrations of government-invested projects.

13. Be responsible for the comprehensive management of prices within the scope of authority; be responsible for accounting management, guiding and supervising the CPA industries, asset appraiser industries and accounting firm businesses, and be responsible for the supervision of accounting agency bookkeeping institutions. Be responsible for the publicity, implementation and interpretation of accounting regulations and systems. Be responsible for continuing accounting education.

14. Be responsible for administrative functions related to energy conservation in public institutions in the New District.

15. Carry out the policies and arrangements regarding the personnel work made by higher authorities, incorporate talent team construction into the national economy and development plan, and be responsible for the system’s talent team construction.

16. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
