Main duties:

1. Thoroughly implement Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, adhere to the Party’s absolute leadership over political and legal work, resolutely implement the Party’s lines, policies, and decision-making arrangements, resolutely maintain the Party’s central authority and centralized leadership; and unify political and legal units’ thinking and actions. Promote the improvement and implementation of political rotation training and political inspection systems.

2. Deeply implement the decision of the Party Work Committee of Dapeng New District, put forward overall arrangements for the political and legal work of the New District, promote the construction of a safe and law-based Dapeng, strengthen the construction of a strong political and legal team, deepen the construction of intelligence, resolutely maintain national political security, ensure the overall stability of the society, and promote social equality and justice and ensure that people live and work in peace and contentment.

3. Coordinate political and legal work, strengthen supervision of political and legal work, and coordinate the implementation of laws, regulations and policies such as comprehensive management of social security, maintenance of social stability, anti-cults, and anti-violent terrorism.

4. Organize and carry out investigations and researches in the field of politics and law, formulate policies and regulations and major measures for political and legal work, and make timely suggestions to the Party Work Committee of Dapeng New District.

5. Understand, grasp, analyze and judge the political and legal work of the New District; analyze the social stability situation; innovate and improve the comprehensive stability maintenance work mechanism and safety construction work coordination mechanism involving multiple departments; coordinate and promote the prevention and resolution of social conflicts and risks that affect stability, and coordinate response and deal with major emergencies involving social security and stability; supervise and urge all relevant departments in all subdistricts to implement comprehensive governance and stability maintenance responsibilities; and coordinate and guide political and legal units and relevant departments to maintain political security, anti-cults, and anti-violent terrorism work.

6. Support and supervise the political and legal departments in exercising their powers in accordance with the law; inspect the implementation of the Party’s lines, principles and policies, the major decisions and arrangements of the CPC Central Committee, and laws and regulations by the political and legal departments; guide and coordinate close cooperation with the political and legal departments, and improve the cooperation mechanism with discipline inspection and supervision organs; and guide political and legal departments to establish and improve a supervision and control system compatible with the operation mechanism of law enforcement and judicial power, to study and coordinate major and difficult cases, and to promote strict law enforcement, fairness and justice.

7. Organize research on major issues related to orientation, inclination and universality in the political and legal reform, implement relevant arrangements by higher authorities, and deepen the political and legal reform.

8. Guide and promote Party building and political and legal team building in the political and legal system, assist the Party Work Committee of Dapeng New District and its organizational departments to strengthen the leadership and cadre team building within political and legal departments, and assist the New District Party Work Committee and disciplinary inspection and supervision agencies to perform supervision, inspection, review and investigation work.

9. Implement the decisions and arrangements of the CPC Central Committee, the provincial Party committee and the municipal Party committee for comprehensive governance according to the law and follow the requirements of the Party Work Committee of Dapeng New District, so as to coordinate and guide the comprehensive governance of the New District, promote the construction of a government under the rule of law, and guide its administration according to the law. Coordinate the investigation and drafting, demonstration, review, clean-up and filing of regulatory documents in the New District. Coordinate and guide grassroots judicial administration, people’s mediation, community corrections, grassroots legal services, and education and resettlement of juvenile delinquents.

10. Master and analyze the dynamics of public opinion on the political and legal affairs of the New District, and guide and coordinate the political and legal departments and relevant departments to handle relevant work in accordance with the law, publicity and reporting, and public opinion guidance; and coordinate the construction of informatization regarding political and legal affairs, comprehensive governance, stability maintenance, and anti-cults.

11. Implement the CPC Central Committee, the provincial Party committee, and the municipal Party committee’s policies, decisions and arrangements on petitions, and guide, coordinate and supervise the petition work in the New District in accordance with the work requirements of the Party Work Committee of the New District; be responsible for organizing and coordinating visits by leaders of the New District; and coordinate the investigation and resolution of letters and visits, handle important letters and visits, assign cases and supervise the work, establish and improve the information collection and analysis mechanism of letters and visits.

12. Coordinate the overall management of community grids, population and housing in the New District.

13. Carry out the policies and arrangements made by higher authorities regarding personnel work, and be responsible for the construction of the talent teams in the political and legal system.

14. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
