City to facilitate overseas professionals to provide services

Shenzhen will expedite high-level facilitation for professionals with international professional qualifications to provide services in the city, according to an implementation plan.

The plan, made by the city’s human resources and social security bureau, and approved recently by the city’s comprehensively deepening reform committee, covers overseas professionals in 11 sectors, including finance, taxation, architecture, planning, cultural tourism, medical health, law, accounting, maritime, work safety and education.

To create a better working environment for overseas professionals and ease restrictions on their practices in the city is one of the first batch of 40 authorized items listed in the Implementation Plan for the Pilot Comprehensive Reform of Building a Pilot Demonstration Zone of Socialism with Chinese Characteristics in Shenzhen released by the Central Government last year.

The central authorities have authorized Shenzhen to work out measures on career management of overseas professionals, their occupational conditions and business scopes.

According to the plan, the city is mulling to relax restrictions on certified overseas professionals in taking the Chinese mainland qualification examination before they could legally work in Shenzhen by the end of this year.

In 2022, the city will formulate a list of the first batch of universally recognized professional qualifications for overseas professionals and promulgate regulations for them to get certified and work in the city. By 2025, a comprehensive list covering professionals from many countries and regulations for international professionals will be formulated.

“The purpose is to establish a talent introduction mechanism of global competitiveness that is replicable and expandable,” Lu Ye, director of the professionals management department of the bureau, said yesterday.

In the preliminary research period, according to Lu, many overseas professionals anticipated the plan will eliminate policy barriers and create more opportunities for overseas professionals to work in Shenzhen.

Shenzhen tax bureau will unveil measures to allow taxation professionals from Hong Kong and Macao to work in Qianhai area without necessarily taking qualification examinations.

According to Wu Xiaodan, a senior official with the city’s tax bureau, auditors and accountants from Macao will also be included into the professional entry list.

The bureau will establish a service station for professionals from Hong Kong and Macao to file and register.
