To carry out relevant work arrangement on the national, provincial and municipal levels, coordinate epidemic prevention and control and socioeconomic development, further relax burdens on market entities and propel steady economy, Dapeng New District hereby formulates the following measures:

1. Inclusive Support Policies

(i). Reduce or exempt rent for enterprises. Property management of enterprises of Dapeng New District (hereinafter referred to as the New District) and state-owned enterprises at district level, shall exempt a 3-month rent and halve the rent of another 3 months, for micro and small manufacturing and service enterprises and individual businesses. Community joint-stock companies are encouraged to cut or exempt house rent referring to the practices of state-owned enterprises, while the New District shall offer 50% of the rent exempted to subsidize these companies. Non-state-owned property owners including shopping malls, commercial complexes, and industrial parks are encouraged to overcome difficulties with tenants through rent exemption, reduction or deferral. Under these circumstances, the New District shall offer support based on practical conditions.

(ii). Implement tax cut or exemption policies. Relevant national, provincial and municipal relief policies shall be thoroughly applied including offering a new package of favorable tax-and-fee policies, postponing, cutting or exempting social insurance fee, deferring or lowering housing provident fund, refunding unemployment insurance premium, and providing financial loans and financing guarantees.

(iii). Facilitate subsidy application to lower costs. Services shall be enhanced to guide market entities to apply for subsidies to cover municipal utility costs, anti-epidemic expenses, private kindergarten grants, and subsidies for fisherman with living difficulties, in a bid to relieve the burden on enterprises and individual businesses.

(iv). Lower loan costs for enterprises. Enterprises above designated size (excluding real estate and financial enterprises) that have received or will receive new loans (rollovers are taken as new loans) from local banks and other financial institutions from March 1st to May 31st 2022, shall be exempted from 50% of interest of a maximum of 3-month loans, capped at 200 thousand yuan for a single enterprise. Pairing services for banks and enterprises shall be solidified, and match-making meetings on relief financial services for stable enterprises shall be held, so as to guide enterprises to make the most of favorable policies, and to offer loans to all enterprises that need them with credit risks left at check. Closer attention shall be paid to track enterprises with financial difficulties, and to enhance finance supply capacity to meet its demands.

(v). Subsidize anti-epidemic insurance. Enterprises that have purchased or will purchase anti-epidemic insurance products and services from March 1st to May 31st 2022, shall receive 30% of the insurance premium paid, with a maximum of 50 thousand yuan for a single enterprises.

(vi). Move faster to deliver industrial support funds. Efforts shall be accelerated to validate the application procedures of varying industrial support funds in such areas as key industries, circular economy and energy saving and emission cut, and sci-tech innovation and industrial development in the New District, aiming to deliver at least 60% of these funds to where it should go in the first half of this year.

2. Industrial Support Measures

(vii). Encourage industrial enterprises to tap its potential and enhance performance. Industrial enterprises shall be supported to expand its planning production capacity, provided that epidemic prevention and control and safe production are maintained. Under these circumstances, the New District shall offer support based on practical conditions.

(viii). Grow and upgrade micro and small enterprises. Micro and small industrial enterprises, with a production value no more than 20 million yuan, that boast better growth momentum, high sci-tech content and strong innovation capacity, and that meet standards for encouragement policies stipulated in the industrial guidelines of the New District, shall  be qualified for a sum of 100 thousand yuan bonus if, for the first time, categorized as industrial enterprises above designated size in the first 6 months this year.

3. Support Measures for Wholesale, Retail, Accommodation and Catering Industries

(ix). Develop wholesale and retail businesses. Support measures shall be given to wholesale and retail businesses to expand the market, tap its potential and enhance performance. A sum of 100 thousand yuan bonus shall be distributed to all wholesale and retail businesses if, for the first time, categorized as businesses above designated size in the New District in the first 6 months this year. Tiered bonus, based on its turnover in the first half of this year, shall be given to wholesale and retail businesses that have been categorized this way and that have production and operating activities.

(x). Grow accommodation and catering businesses. A sum of 100 thousand yuan bonus shall be distributed to all accommodation and catering businesses if, for the first time, categorized as businesses above designated size in the New District in the first 6 months this year. Tiered bonus, based on its turnover in the first half of this year, shall be given to accommodation and catering businesses that have been categorized this way and that have production and operating activities.

4. Support Measures for Culture, Sports and Tourism Industries

(xi). Speed up the recovery of culture, sports and tourism industries. In the New District, culture and tourism authorities shall cement cooperation with labor union, to include eligible B&B, cultural blocks, red tourist attractions and others into places for recuperation. Enterprises, public institutions and social groups in the New District, shall be encouraged to host activities with policy compliance locally including labor union activities, official businesses, and conferences and exhibitions. Labor unions shall be supported to purchase local cultural, sports and tourism products and services like admission tickets for shows, competitions and scenic spots. Local cultural, sports and tourism businesses shall be encouraged to cut or exempt prices of services, including tourist attraction tickets of anti-epidemic medical professionals and volunteers.

(xii). Foster cultural, sports and entertainment enterprises. Tiered bonus shall be given to cultural, sports and entertainment enterprises (B&B) that have contributed to anti-epidemic work, and that have resumed production and operation in the right time, and that have been or will be, for the first time, categorized as enterprises above designated size in the New District this year.

5. Tailored Support Measures for Enterprises

(xiii). Establish mechanisms to meet enterprises’ demands. Dedicated consultation hotline shall be set up and service specialist shall be tasked to provide enterprises with services, including collecting its demands, helping resolve problems, and offering policy interpretation. Enterprises with disputes concerning contract execution and labor relations disrupted by epidemic prevention and control, shall have access to services including emergency public legal consulting and legal aid. Administrative law enforcement authorities in the New District shall offer reminder, guidance and correction and other services to enterprises, in a bid to minimize the disruption on its normal production and operation activities.

The Development and Finance Bureau and other competent organizations of Dapeng New District are responsible for the interpretation of these measures. Support measures at national, provincial and municipal levels shall be carried out thoroughly. If policies  in same categories come into conflict at different levels, policy with the strongest support shall be delivered to enterprises. These measures are effective from released date until December 31st 2022. Market entities could apply for municipal favorable policies through “深i企”, an online one-stop service platform for enterprises, during which relevant organizations of the New District shall offer application guidance and tracking services. Application guidelines and SOPs of the New District shall be formulated and implemented separately by corresponding competent organizations.
