Main duties:

(1) To research and draft plans, programs, policies, and standards related to government services and data management, and organize their implementation.

(2) Be responsible for coordinating the promotion of “digital Dapeng,” “digital government,” smart city and the digital society construction. To coordinate the informatization of public services and social governance. To collaboratively promote work related to the digital economy.

(3) To coordinate the development of the New District's government service system. Be responsible for the construction and management of the Dapeng subportal of the "iShenzhen" platform, and to guide the development of government service channels for departments and subdistrict offices within the New District. To manage government service items according to regulations, and to collaboratively advance reforms of the administrative approval system and initiatives for facilitating approval services.

(4) To coordinate the establishment of fundamental systems for data elements, covering ownership, circulation, distribution, and governance, and to guide the development of the data factor market. To research and propose policy recommendations for fostering the data factor market, and to promote the construction and development of data trading venues and operational institutions.

(5) To coordinate the integration, sharing, development, and utilization of data resources. To coordinate the classified and hierarchical management of data resources, to lead the governance, development, and utilization of public data resources, to organize the construction of relevant system platforms, and to promote the interconnection of information resources across sectors and departments.

(6) To manage government IT projects within the New District. To draft and implement relevant policies and systems for these projects. To oversee the approval, construction, application, acceptance, operation, maintenance, and post-evaluation of government IT projects. To conduct technical reviews of departmental budget projects related to government IT and to manage the project initiation, feasibility study approval, and technical review of preliminary design plans for government IT investment projects.

(7) To coordinate the development of digital infrastructure in the New District. To organize the development of the government affairs cloud, government affairs external network, and public support capability systems. To plan and construct data infrastructure related to data circulation and trading, as well as information infrastructure such as computing power and networks for the digital government.

(8) To coordinate the development of cybersecurity and data security systems for the “digital government” and smart city in the New District. To organize and coordinate security assurance work for relevant digital infrastructure, information systems, and data resources. Be responsible for building the security technology system for “digital government” platforms. To organize and implement cybersecurity protection, emergency management, and response for the New District's digital government.

(9) To coordinate the system development, channel management, platform planning, process optimization, efficiency evaluation, supervision, and assessment related to public service requests.

(10) Be responsible for the operation, maintenance, and management of the New District's government websites; and for the monitoring and assessment of new media platforms operated by the New District's Party and government departments.

(11) To organize and carry out work related to investment promotion and talent attraction in the fields of government services and data management.

(12) Be responsible for work related to safety production within the fields of government services and data management.

(13) Be responsible for building talent teams within its industry and field.

(14) To complete other tasks as may be assigned by the New District's Party Work Committee, the Management Committee and other higher authorities.
