Main duties:

1. Participate in the traffic planning within its jurisdiction; undertake road traffic management and congestion control; and draw up and implement the traffic organization, management and improvement scheme within its jurisdiction.

2. Be responsible for the drafting and reporting of the annual plan of construction, reconstruction and expansion projects of transportation infrastructure within its jurisdiction assigned by the Transport Bureau of Shenzhen Municipality (excluding highways, expressways and cross-district trunk roads).

3. Make overall plans for the progress of traffic construction projects within its jurisdiction.

4. Undertake road administration within its jurisdiction.

5. Undertake the maintenance of roads, bridges, tunnels, pedestrian crossing facilities, traffic signs, traffic line markings, guardrails and other traffic infrastructure within its jurisdiction.

6. Undertake the daily supervision and management of urban buses, trams, road passenger transportation, road freight transportation, motor vehicle maintenance, driver training and port shipping.

7. Ensure transportation adequacy during the Spring Festival travel rush, the Golden Week and other major holidays within its jurisdiction; and organize and coordinate government’s mandatory transportation work.

8. Be responsible for the supervision of production safety within its scope of responsibility; and undertake the emergency and stability maintenance work of the transportation industry within its jurisdiction.

9. Undertake community transportation services.

10. Assist in administrative law enforcement of transportation.
