
Main duties:
1. Implement the Party’s lines, principles and policies and State laws and regulations as well as the decisions, orders and instructions of Shenzhen Municipal People’s Government and the Management Committee of Dapeng New District; and carry out work under the leadership of the Party Work Committee of Dapeng Subdistrict.
2. Diligently carry out education, management, supervision, and services for Party members, as well as the recruitment of new members. Effectively advance the development of grassroots Party organizations, giving full play to their role as strongholds and the exemplary vanguard role of Party members.
3. Implement the principle of the Party overseeing officials. Strengthen the development of the cadre workforce in accordance with the standards of good cadres—firm in faith, committed to serving the people, diligent and pragmatic, responsible, and honest—while improving mechanisms for cadre training and selection, enhancing cadre education and training, and rigorously supervising and managing cadres. Implement the principle of the Party overseeing talent, and strengthen talent development in line with the major decisions and deployments on talent work from the Party Central Committee and higher-level Party organizations.
4. Adhere to Party-building as the guiding principle to coordinate community development, implement public administration, organize public services, mobilize social participation, and promote co-construction, sharing, co-governance, and self-governance within communities. Provide recommendations on major decisions and projects concerning residents’ interests within the jurisdiction.
5. Maintain contact with deputies to the People’s Congress and members of the Chinese People’s Political Consultative Conference (CPPCC) within the jurisdiction, organize activities, reflect their suggestions, criticisms, and opinions, as well as those of the public, and carry out oversight, election-related tasks, and other assignments from higher authorities.
6. Coordinate and collaborate with mass organizations such as trade unions, the Communist Youth League, and women’s federations, as well as people’s armed forces organizations, to support and ensure the full exercise of authority by administrative, economic, and mass self-governance organizations at the subdistrict level.
7. Uphold the Party Constitution and other intra-Party regulations, inspect the implementation of the Party’s line, principles, policies, and resolutions, advance comprehensive and strict Party governance, strengthen Party conduct and integrity, and organize and coordinate anti-corruption efforts.
8. Promote the development of grassroots democracy, united front work, cultural and ethical advancement, and rule of law in communities. Conduct publicity on laws, regulations, and social ethics, foster consensus and synergy, and cultivate and promote core socialist values.
9. Maintain close ties with the masses, establish and improve mechanisms for public engagement, and diligently implement systems such as direct service and communication between subdistrict-level leaders and the public. Prioritize public interests and needs, strengthen safeguards for people’s livelihoods, and optimize the community public service system.
10. Oversee economic development, improve the business environment within the jurisdiction, and manage investment promotion, tourism development, enterprise services, statistics, and targeted assistance. Supervise and manage collective assets.
11. Oversee public services, including people’s armed forces, “dual-support” initiatives (supporting the military and giving preferential treatment to military families), social relief, management and services for veterans, community development, resident self-governance, labor management, employment services, health and wellness, elderly and disability assistance, and cultural and sports activities.
12. Oversee peace and rule of law initiatives, implement initiatives for building a peaceful society, and manage judicial affairs, petitioning, labor relations coordination, rental housing management, and grid-based management.
13. Oversee emergency management, including disaster prevention and mitigation, work safety, forest fire prevention, and the “Three Preventions” (flood, typhoon, and drought control). Assist in public safety efforts such as disaster relief, firefighting, food and drug safety supervision, and road traffic safety management.
14. Oversee urban development, including housing security and property management. Participate in urban renewal and land consolidation efforts. Fulfill ecological and environmental protection responsibilities within the scope of authority. Coordinate water management efforts, implement the River Chief and Lake Chief systems, and assist in water pollution prevention and engineering projects. Manage marine and fishery affairs within the scope of authority.
15. Oversee urban management and comprehensive administrative law enforcement, including city management, comprehensive law enforcement, planning and land supervision, work safety law enforcement, and labor supervision law enforcement within the jurisdiction. Coordinate urban appearance and environmental management. Manage agricultural and forestry affairs within the scope of authority.
16. Complete other tasks as may be assigned by the Party Work Committee and the Management Committee of Dapeng New District.
