Main duties:

1. Implement the Party’s lines, principles and policies and State laws and regulations as well as the decisions, orders and instructions of the Shenzhen Municipal People’s Government and the Management Committee of Dapeng New District; and carry out work under the leadership of the Party Work Committee of Kuichong Subdistrict.

2. Construct grass-roots organizations; guide neighborhood committees and community workstations to carry out organizational construction, system construction and residents’ self-governance under the leadership of community Party committees; and supervise the operation of the collective economy and fulfill the responsibility for ecological and environmental protection in accordance with the responsibilities and authority.

3. Be responsible for security work, coordination of judicial, petition and labor relations and the management of rental housing and grids.

4. Be responsible for emergency management, disaster prevention and mitigation, production safety and the prevention of forest fires, floods, wind and droughts. Assist in disaster relief and rescue, fire control, food and drug administration, road traffic safety management and other security work.

5. Be responsible for people’s livelihood, people’s armed forces, supporting the army and giving preferential treatment to families of revolutionary armymen and martyrs as well as supporting the government and caring for the people, social assistance, veterans administration, employment services, public services, population and family planning, patriotic health work, the elderly, the disabled persons’ federation and partner assistance; and assist in the supervision and management of essential public health services and occupational safety.

6. Be in charge of city management and comprehensive law enforcement, water management, illegal construction investigation, urban appearance and environment management; be responsible for implementing river and lake chief systems; and assist in water pollution prevention and treatment and engineering construction.

7. Be responsible for housing security; participate in urban renewal and land preparation as well as the inspection and acceptance of newly built and rebuilt public buildings and supporting projects of municipal facilities; and assist in the supervision and management of the use of public buildings and supporting projects of municipal public facilities.

8. Protect the legitimate rights and interests of the elderly, women, children, the disabled, returned overseas Chinese and the family members of overseas Chinese.

9. Be responsible for conscription, militia group consolidation, civil air defense management, national defense education and publicity.

10. Assist in optimizing business environments, enterprise services and statistical work.

11. Complete other tasks as may be assigned by the Party Work Committee and the Management Committee of Dapeng New District.
