Main duties:

1. Implement State, provincial and municipal laws, regulations and policies on city renewal, land development, expropriation of houses and shantytown renovation; and draft policies and guidelines on city renewal, land development, expropriation of houses in Dapeng New District.

2. Organize the drafting of medium- and long-term development plans and annual plans on city renewal, land development and expropriation of houses, and organize the implementation upon approval; and guide and coordinate the work on city renewal, land development and expropriation of houses in the New District.

3. Review, examine, report for approval and approve city renewal projects and plans; report the mapping and construction of city renewal projects; identify old villages, ownership of lands and buildings, verify land information, and handle historical lands for city renewal projects; and qualify organizations to conduct city renewal projects and coordinate the implementation and supervision of city renewal projects.

4. Review plans on the construction lands for city renewal projects and the transfer of farming lands to construction lands, and report the plans for approval; and examine and issue the schematic drawings and planning permits for construction lands.

5. Assess the accounting for low prices of city renewal projects; sign contracts on the grant of land use rights and supervise the implementation of the contracts; handle unused land for city renewal projects; and participate in the evaluation and registration of contributed lands for city renewal projects.

6. Be responsible for the planning and management of construction lands for city renewal projects within jurisdiction; issue planning permits for construction projects; and examine and approve plans for city renewal construction projects.

7. Report the plans for major city renewal projects within the jurisdiction; organize the drafting of major city renewal plans and apply for approvals; organize public selections of market entities to implement city renewal projects and supervise the implementation; and issue recommendations for the presale of houses for city renewal projects within the jurisdiction.

8. Verify land and construction information of shantytown renovation projects and identify the ownerships of the land and constructions; review plans for shantytown renovation projects and apply for the approval of the plans; report for the approval of construction land, examine and issue planning permits for construction projects, examine and give sanctions on project planning and manage other related plans; and include shantytown renovation projects that meet the public interests into the city’s house expropriation plan and conduct house expropriation according to the law.

9. Qualify the construction of non-commercial residential buildings of original villagers and coordinate the construction.

10. Verify land information and the current floor area ratio of such land for the interest coordination in land development and report for the approval of the land information and the current floor area ratio; draft interest coordination plans for land development and report for the approval of such plans; and review and file the agreements on interest coordination in land development.

11. Organize the drafting of research proposals for the planning of reserved land and land for settlement housing for demolition and apply for the approval of such proposals.

12. Be responsible for the preliminary review of land development or house expropriation plans drafted by government offices.

13. Organize the drafting of house expropriation ranges, issue notices of expropriation, apply to the Management Committee of Dapeng New District for issuing decisions on expropriation and compensations for expropriation, and organize the implementation of the decisions.

14. Handle administrative reviews, litigations, complaints and visits concerning city renewal, land development and house expropriation.

15. Be responsible for production safety in city renewal and land development.

16. Undertake other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
