Main duties:
1. Implement State, provincial and municipal laws, regulations and policies on government services, e-government, and government service data management and information security; and draft government service policies and measures for the New District and organize their implementation.
2. Be responsible for coordinating the promotion of “smart city,” “digital government” and e-government construction; and draft relevant development plans and annual plans, and organize their implementation.
3. Be responsible for coordinating the promotion of e-government construction; and take charge of the construction, management, application and security of e-government extranets (including government office networks and government service networks), government service cloud platforms, public support platforms and general application systems.
4. Be responsible for government service data management; draft plans for the government service data system and organize their implementation; build and manage a government service information and resources database; coordinate the collection, management, analysis and application of government service data; and promote the sharing and opening of government service data resources.
5. Be responsible for the intensive management, supervision and guidance of e-government projects; assist in approving e-government projects and supervising the acceptance checks of such projects; and guide e-government construction of all government departments and subdistricts in the New District. Assist in reviewing the e-government operation and maintenance fees of all government departments and subdistricts in the New District.
6. Be responsible for promoting information security management; promote the construction of the information security protection system; organize the implementation of information security protection and emergency management and response measures; coordinate the security management of the e-government system; and guide and supervise the e-government security management of all government departments and subdistricts in the New District.
7. Collaborate to promote reforms in the administrative examination and approval system and the simplification of examination and approval services. Be responsible for the administration of New District government services; and promote the cataloged management, standardization construction and process optimization of government services.
8. Coordinate the construction of the New District government service system; promote the integration, reform and innovation of “Internet + government services;” be responsible for the management, operation and evaluation of the New District Administrative Service Hall and the online service platform.; formulate a government service management system, service standards and service norms of the New District; and guide all government departments, offices and communities in the New District to carry out government services.
9. Be responsible for handling, supervising and inspecting calls transferred from the 12345 hotline of the municipal government.
10. Coordinate work related to government websites; and guide and coordinate the construction and management of the New District’s government websites.
11. Be responsible for the administration of government services, e-government and government service data, and the construction, performance supervision and evaluation of the standard system for information security.
12. Supervise the New District’s government services efficiency; accept, coordinate and handle government service consultations, complaints and suggestions; and take charge of the performance evaluation of the New District’s government services.
13. Coordinate the operation and maintenance of the New District operating headquarters.
14. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
15. Duties related to the General Office of Dapeng New District. The General Office of Dapeng New District coordinates work related to the transformation of government functions and reforms in the administrative examination and approval system. The New District Government Services and Data Management Bureau administers government services and promotes the cataloged management, standardization construction and process optimization of government services according to relevant regulations.
