Main duties:

The Urban Administration and Law Enforcement Bureau of Dapeng New District (hereafter referred to as “the New District Urban Administration and Law Enforcement Bureau”) is a department under the Party Work Committee and the Management Committee of Dapeng New District.

1. Implement national, provincial and municipal laws, regulations and policies on landscaping, environmental sanitation, urban lighting, urban appearance management, digitized urban management and comprehensive urban management law enforcement.

2. Formulate professional plans and mid- and long-term development plans on landscaping, urban appearance, environmental sanitation, urban lighting, digitized urban management and comprehensive law enforcement on urban management, and organize their implementation upon approval.

3. Draft annual plans and fund allocation plans for urban maintenance funds (road maintenance is not included) and special funds, and supervise the use of funds.

4. Manage sectors such as urban appearance, environmental sanitation, urban lighting and the greening of city parks, greenways and roads (expressways and forest land greening are not included; similarly hereafter); guide and coordinate the management of urban appearance and environmental sanitation; and organize the implementation of actions to improve urban appearance and environment.

5. Formulate special plans for the installation of outdoor advertising facilities (bus stops are not included; similarly hereafter); review and approve applications for installing outdoor advertising facilities; and coordinate, supervise and guide the installation of outdoor advertising facilities.

6. Supervise and take responsibility for safety in sectors such as urban appearance, environmental sanitation, urban lighting, outdoor advertising facilities and the greening of city parks, greenways and roads, and take responsibilities related to supervision.

7. Manage urban lighting facilities within the New District and organize the management of greening of parks and roads within the New District.

8. Take responsibility for the digitization of the New District’s urban management.

9. Coordinate, supervise and guide the comprehensive law enforcement of urban management in the New District; organize trainings and evaluations; arrange to conduct special law enforcement actions across the New District; and coordinate investigations of major and complex cross-subdistrict cases.

10. Carry out guidelines, policies and arrangements on talents issued by higher authorities; and be responsible for building a team of urban management and comprehensive law enforcement talents.

11. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.

12. Duties related to the Dapeng Sub-bureau of Shenzhen Municipal Planning and Natural Resources Bureau.

1) Regarding greening management. The Dapeng Sub-bureau of Shenzhen Municipal Planning and Natural Resources Bureau manages the New District’s forests, organizes and launches State-owned land greening, afforestation, mass voluntary tree planting as well as the protection and supervision of ancient trees and rare tree species. The New District Urban Administration and Law Enforcement Bureau manages the greening of parks and roads under its jurisdiction.

2) Regarding park management. The Dapeng Sub-bureau of Shenzhen Municipal Planning and Natural Resources Bureau manages the New District’s nature reserves, scenic spots, natural heritages, geological parks and wetland parks and coordinates and guides the construction of forest parks in the New District. The New District Urban Administration and Law Enforcement Bureau coordinates and guides the construction of city parks and country parks in the New District and manages parks under its jurisdiction.

13. Duties related to the Dapeng Sub-bureau of Shenzhen Municipal Transport Bureau

1) Regarding road greening management. The Dapeng Sub-bureau of Shenzhen Municipal Transport Bureau plans, designs and conducts greening projects for newly built, renovated and expanded roads, examines and accepts such projects upon completion, and offers advice on road greening technical standards regarding traffic management and traffic safety. The New District Urban Administration and Law Enforcement Bureau formulates road greening maintenance standards, takes over the management of completed road greening projects, and takes responsibility for the daily care, renovation and improvement of such projects.

2) Regarding road lighting management. The New District Transport Sub-bureau plans, designs and conducts road lighting projects for newly built, renovated and expanded roads; examines and accepts such projects upon completion; and manages lighting facilities in tunnels. The New District Urban Administration and Law Enforcement Bureau participates in the planning and designing of lighting facilities, and the examining and accepting of such projects upon completion; organizes the examination of road lighting facilities before takeovers; and formulates road lighting facilities maintenance standards and organizes their implementation.

14. Duties related to the Dapeng Sub-bureau of Shenzhen Municipal Market Supervision and Regulation Bureau.

1) Regarding outdoor advertising management. The New District Urban Administration and Law Enforcement Bureau manages the installation of outdoor advertising facilities; organizes relevant departments to formulate guidance and special plans on the installation of outdoor advertising facilities; and supervises and guides subdistrict offices in investigating outdoor advertising facilities that are installed illegally without approval. The Dapeng Sub-bureau of Shenzhen Municipal Market Supervision and Regulation Bureau supervises the contents of outdoor advertisements and investigates illegal advertising according to the law.

2) Regarding kitchen waste management. The New District Urban Administration and Law Enforcement Bureau guides, coordinates, supervises and inspects subdistrict offices in managing kitchen waste collection, transportation and disposal. The Dapeng Sub-bureau of Shenzhen Municipal Market Supervision and Regulation Bureau supervises cooking oil manufacturing, refining and processing, and distributing enterprises and the use of cooking oil.
