Emergency Management Bureau of Dapeng New District

Main duties:

1. Take charge of emergency management; coordinate and guide all the departments and subdistricts in the New District in dealing with production safety accidents, natural disasters and other emergencies as well as comprehensive disaster prevention, mitigation and relief work; and supervise and manage production safety comprehensively and production safety in the industrial, mining and commercial sectors.

2. Formulate policies on emergency management and production safety; organize the formulation of plans for the construction of the New District emergency system, production safety, and comprehensive disaster prevention and mitigation; and organize the implementation of relevant laws, regulations, rules and standards.

3. Coordinate the construction of the New District emergency plan system; establish and improve a level-to-level response system for accidents and natural disasters; coordinate the convergence of emergency plans; organize the formulation of overall emergency plans and special plans for production safety and natural disasters; organize drills for the plans; and advance the construction of emergency shelter facilities.

4. Lead the establishment of a unified emergency management information platform; take charge of information transmission and sharing; establish a disaster monitoring, warning and reporting system; improve the mechanism for obtaining and sharing information and resources on natural disasters; and release updates on disasters in accordance with the law.

5. Organize and guide response to emergencies; organize, guide and coordinate emergency rescue for accidents such as production safety accidents and natural disasters; take command of disaster response in the New District; comprehensively study the development trends of emergencies and put forward countermeasures; and assist comrades designated by the Party Work Committee and the Management Committee in organizing disaster response work.

6. Command and coordinate various professional emergency response teams in the New District in a unified manner; establish a joint emergency response coordination mechanism; advance the connection among commanding platforms; and organize and dispatch relevant emergency response teams for emergency rescue work.

7. Coordinate the building of emergency rescue forces; take charge of the building of professional emergency rescue forces for fighting forest fires, earthquakes and geological disasters and production safety accidents; guide the building of subdistrict- and grassroots-level social emergency rescue forces; and coordinate the building of comprehensive emergency rescue teams.

8. Take charge of fire control and prevention management according to the reform policies formulated by the Central Government, Guangdong Province, Shenzhen City and the New District.

9. Plan and coordinate off-site emergency responses to nucleic accidents in the nuclear power plant; and organize and coordinate off-site emergency response and rescue work for the nuclear power plant in the New District.

10. Guide and coordinate the prevention and control of forest fires, floods, droughts, frost hazards, typhoons and geological disasters; take charge of the comprehensive monitoring and warning of natural disasters; and organize evaluations on the risks of natural disasters.

11. Coordinate earthquake disaster prevention; and organize and perform earthquake monitoring, forecasting and warning.

12. Organize and coordinate disaster relief efforts; organize and perform disaster inspection, loss evaluation and donations for disaster relief; and manage and distribute disaster relief funds and materials and supervise their use within the bureau’s limits of authority.

13. Exercise the powers of comprehensive supervision and management of production safety according to the law; guide, coordinate, supervise and inspect relevant departments of the New District Government and subdistricts for production safety; and innovate and strengthen the comprehensive regulation of production safety.

14. According to the principles of level-to-level responsibility and territorial principles, supervise and inspect the implementation of laws, regulations and standards on production safety by industrial, mining and commercial businesses, as well as their conditions for safe production and their management of relevant equipment (except for special equipment), materials and labor protection supplies for production safety according to the law; organize the implementation of the production safety access system according to the law; and comprehensively supervise and manage hazardous chemicals and the safe production of fireworks and firecracker businesses.

15. Organize and guide the investigation and handling of production safety accidents; supervise accident investigations and responsibility accountability; and organize the investigation and evaluation of natural disaster emergencies.

16. Carry out exchanges and cooperation in emergency management; and organize and participate in cross-regional rescues for emergencies such as production safety accidents and natural disasters.

17. Draft plans for emergency materials reserve and emergency rescue equipment and organize their implementation; and take the lead in establishing and improving an information platform and distribution rules for emergency materials so as to distribute them in a unified manner in the event of emergencies.

18. Take charge of carrying out publicity, education and training activities on emergency management and production safety; and organize and conduct scientific and technological research on and the application and informatization of emergency management and production safety.

19. Implement guidelines, policies and arrangements on talent-related work issued by higher authorities; and be responsible for building a team of emergency management and production safety talents.

20. Complete other tasks as may be assigned by the Party Work Committee, the Management Committee and other higher authorities.
