Typhoon shuts down schools, airport, rail services

Kindergartens, primary schools and middle schools in Shenzhen will be closed Sept. 23 and Sept. 24 due to Super Typhoon Ragasa.

The Shenzhen Meteorological Observatory will upgrade the citywide typhoon signal from blue to yellow at 9 p.m. Sept. 22.

The observatory warned that wind and rain will begin intensifying in Shenzhen Sept. 23 afternoon, with the most severe period forecast from Sept. 23 night through Sept. 24, posing an extremely high risk of disaster.

As of 11 a.m. Sept. 23, the center of Ragasa was located approximately 939 km southeast of Shenzhen, over the northwestern Pacific, and was moving west at roughly 20 km/h while maintaining its strength, according to the National Meteorological Center.

Forecasters say Ragasa will cross the Bashi Channel and enter the South China Sea in the early hours of  Sept. 22. It is expected to make landfall along coastal areas from Shanwei in Guangdong Province to Wenchang in Hainan Province between the early hours and the afternoon Sept. 23.

Typhoon Ragasa: Weather Impact Timeline

Sept. 23 Tuesday

From 8 p.m.:Shenzhen is forecast to enter Typhoon Ragasa’s Level 8 wind zone, marking the start of stronger gusts around the city.

Weather conditions:Brief periods of moderate to heavy showers are expected as wind intensity increases.


Sept. 24 Wednesday

7 a.m. to 10 a.m.:The typhoon will be at its closest point to Shenzhen, with a moderate chance the city could briefly fall within the Level 12 wind zone.

Throughout the day: Expect intermittent heavy rainfall and sustained strong winds.

Around 6 p.m.: The city is expected to exit the Level 8 wind zone as conditions gradually ease.

Rainfall estimate: 100 to 140 millimeters over the course of the day.


Sept. 25 Thursday

⚫  As Ragasa moves further away, the storm system is expected to weaken significantly.

⚫  Scattered moderate showers may persist, with occasional bursts of heavy rain in some areas.


Shenzhen Bao’an International Airport announced it will suspend all flight operations starting at 8 p.m. Sept. 24. The airport said flight resumptions will be based on ongoing assessments of weather conditions, with safety as the top priority. Travelers are advised to check directly with their airlines for specific flight changes.

In addition, due to the typhoon, all ferry services at Shenzhen Airport Ferry Terminal have been suspended from Sept. 21 through Sept. 25. Passengers who have purchased ferry tickets can request a full refund through the original ticketing platform within 30 calendar days of the suspension notice.

Rail services in Guangdong will be progressively suspended starting at 12 p.m. Sept. 23, with updates issued dynamically as weather conditions evolve.

All train services in the province will be halted Sept. 25. Services will gradually resume from the early hours of Sept. 26 as the typhoon’s impact subsides, with restored trains to be announced in real time.

Passengers are advised to check the latest timetables on the 12306 website or mobile app and adjust travel plans accordingly. Those who receive a suspension notice or find their trains canceled may obtain a full refund without any handling fee within 30 days (inclusive) of the original departure date, either online via 12306 or at station ticket windows.

Guangdong Province activated a Level-II response, the second-highest in China's four-tier warning system, at 10 a.m. Sept. 22.

In the cities of Zhuhai and Jiangmen, schools will suspend classes starting Sept. 23. Work, production, public transport, and business operations will also be suspended later Sept. 23, according to the cities' flood, drought, and wind control headquarters.

All passenger ferry services to the Chuanshan Islands in Jiangmen will be suspended starting Sept. 23.
